abusive parents

I live in France. My father and my brother live in Australia. I have had problems in my life and have my best to deal with them. My father and brother are constantly holding the past against me. They have taken up an international law suit against me. My parents were abusive. My brother was a witness to this abuse and has been taught and comforted in the idea to abuse me whenever I dare respond. And my father considers the abuse is justified because of "who I am". He has been giving the silent treatment for the passed five years and has pushed all my friends and family to abandon me whenever I dare speak of the abuse I was a victim of. It's a vicious cycle. And no one is doing anything about it because my father has a good reputation. I would like my father to be psychiatrically interned. He abuses drugs and is extremely controlling and manipulative. But I don't know who to turn to to have him put under treatment. Who can I write to in order to get things going and have my father psychiatrically examined? What can I do legally to get him to stop his abuse?
